E-SUVIDHA, A SUCCESS STORY

In pursuant to the goals and objectives envisioned in the Kamrup District Vision Document and with a view to provide good governance and achieve all round development of the district, the District Administration, Kamrup in the middle of 2004, had initiated a unique project namely the "E-Suvidha" under the ambit of Programme "AAMAR SEWA". The project "E-SUVIDHA" aims at providing quick and quality services to the people by utilizing the facilities available at CICs which received the SKOCH award for E-GOVERNANCE in 2004. Hon'ble Chief Minister of Assam Sri Tarun Gogoi received the award on behalf of Kamrup District Administration.

  • TRAINED MANPOWER IS AVAILABLE AT THE CICs

    Hence it was decided that CIC can be used as single window for receipt and delivery of services.


    E-SUVIDHA- THE NEW PROCESS

    AT CIC -

  • LIST OF REQUIRED DOCUMENTS WILL BE DISPLAYED ON THE NOTICE BOARD

  • APPLICATION FORMATS FOR DIFFERENT SERVICES ARE AVAILABLE

  • CIC WILL RECEIVE THE APPLICATION WITH NECESSARY DOCUMENTS

  • CIC WILL VERIFY THE DOCUMENTS, ISSUE RECEIPT WITH PROBABLE DATE OF DELIVERY, UNIQUE NO. AND WEBSITE NAME TO SEE THE APPLICATIONS STATUS

  • THEN IT WILL COLLECT THE REPORTS FROM C.O. AND UPLOAD THE DATA IN NIC SERVER

  • CIC WILL APPOINT RUNNER IN CONSULTATION WITH CIRCLE OFFICER

  • THE APPLICANT WILL FINALLY COLLECT THE CERTIFICATE FROM THE CIC WITHIN THE STIPULATED TIME MENTIONED IN THE RECIEPT

    AT D.C. OFFICE
  • FACILITATION CENTRE (FC) WILL RECEIVE APPLICATION FROM RUNNER, TAKE PRINTOUT OF CERTIFICATE IN DUPLICATE, UPDATE THE SERVER, AND SEND APPLICATION TO CONCERNED BRANCH OFFICER(BO)

  • BO WILL THEN CHECK THE DOCUMENTS, SIGN THE CERTIFICATE AND SEND TO THE BRANCH IF EVERYTHING IS FOUND TO BE IN ORDER

  • BRANCH WILL KEEP ALL THE DOCUMENTS ALONGWITH THE DUPLICATE COPY AND SEND THE ORIGINAL COPY TO FC.

  • RUNNER WILL THEN COLLECT THE CERTIFICATE FROM FC IN HIS NEXT VISIT AND TAKE IT TO CIC

    Initially E-SUVIDHA had been taken up for implementation in two Community Information Centres on pilot basis namely Rampur and Hajo CICs in 2004 November. As the project has received welcome response from public of Rampur and Hajo blocks., the District Administration has extended the services of "E-Suvidha" to the remaining 8(eight) CICs under Guwahati Sub-division of Kamrup District.

    The idea behind implementation of the project "E-Suvidha" has been to start and operationalise a Single Window System of service delivery mechanism of different services available in the District by setting up a Facilitation Centre in the DC's Office. The V-SAT based internet connectivity of NIC, Kamrup District Unit was extended to this facilitation Centre. Under this scheme a person can avail any of the specified services by submitting his application along with relevant documents at the CIC. Nominal fee of Rs 20/- per application for CIC situated at Circle Office and Rs. 25/- per application for CIC situated at other than Circle Office has to be deposited as service charges along with the application. The expenditure incured towards stationery and runner is covered from this amount. The remaining part of this amount goes to the concerned CIC's account which will go a long way towards sustaining the CIC as well.

    SOFTWARE AND TECHNICAL SUPPORT

    The Development of software, maintenance of database and all other technical support to this project have been provided by NIC, District Centre, Kamrup.
